Abstract
Amendment 7 of the Northeast Multispecies Fisheries Management Plan is an extension of Amendment 5, the first attempt to rebuild overfished stocks. The rules will drastically reduce permitted fishing in the Gulf of Maine and adjacent areas, and hundreds of fishermen previously exempted from days-at-sea controls are included. Maggie Raymond of the Groundfish Group of Associated Fisheries of Maine predicts devastating financial consequences for fishermen and related businesses. The U.S. Department of Commerce expects to implement a $25 million boat buyback program to reduce fishing pressures. Details.
