Abstract
A conflict has arisen between the Tri-Valley United Way and the Franklin County Animal Shelter in Farmington over the discrepancy between designated donor pledges and the amount the shelter has received in the past. The Great Portland United Way recently instituted the negative designation policy, which allows a donor to stipulate which charity should not receive a pledge.
