Abstract

The Federal Energy Regulatory Commission last week approved the relicensing of six dams operated by Great Northern Paper on the West Branch of the Penobscot River. The Millinocket Fin and Feather Club agreed not to file as an intervenor after GNP stopped charging residents day-use fees. The 30-year relicensing requires Bowater, GNP's parent, to protect more than 100 miles of shoreline. FERC did not require Bowater to reestablish flows through the Back Channel, a requirement pushed by the Conservation Law Foundation.
