Abstract

Long article on Esther Lacognata, a former Maine Department of Agriculture official, and her involvement in the legislative process surrounding proposed legislation to protect drinking water. Lacognata made recommendations for a process under which all the parties concerned would have genuine input, similar to the alternative dispute resolution techniques used for workers' comp and transportation planning.
