Abstract
Biddeford has had a teen curfew for nearly 40 years, but ambiguous language made it hard to enforce. The Biddeford City Council recently approved a new ordinance, similar to ordinances in Lewiston, Kittery, Augusta and Bridgton, that says youths under 18 must be at home by 10 or 11 P.M. Sundays through Thursdays and by midnight on Fridays and Saturdays. Some observers feel teen curfews are effective in resolving problems such as vandalism, while others question the effectiveness of curfews and say they are tantamount to putting kids under house arrest. A curfew passed in Sanford in 1995 expired in June and was not renewed. Details.
