Abstract

A report titled "United Way as an Obstacle to Community Giving: A Case Study in Maine," prepared by freelance writer Claire Holman for the National Alliance for Choice in Giving, concludes that United Way practices prevent other nonprofit groups from raising funds from workers. The report, completed a year ago but not made public until Monday, charges that United Way chapters engage in monopolistic practices, and questions whether the chapters are legal mnopolies subject to anti-trust action.
