Abstract

Maine has applied for a $170,000 federal grant for family education that requires telling teenagers that abstinence is the only responsible choice. The state would have to raise an additional $127,500 from public or private sources. The abstinence-only family education program eliminates the Family Planning Association of Maine from its list of potential grant users. Maine's teenage pregnancy rate has declined for five consecutive years in the 1990s, and the state had the sharpest decline in teen birth rates in the nation from 1990-95.
