Abstract
Gifted and talented program educators believe five percent of students in any given school district would qualify for a gifted and talented program if one were available to them. Special programming for special needs children is mandated by federal law, but programming for gifted and talented children is optional for school districts. Advocates of gifted and talented programs see them as a child's right, while opponents fear the separation inherent in such programs is undemocratic. As of 1994, 84 of Maine's 188 school systems had applied for state funds to cover some programming for gifted and talented children. Details.
