Abstract
Editorial on Charles Woodman of Appleton, who created a trout pond by damming a perennial stream. A Superior Court judge in 1994 ordered Woodman to prepare a restoration plan for the stream. Woodman insists the case is one of one man against a giant bureaucracy.
