Abstract

Details on the King administration's $170 million prison reform plan, and reaction from legislators to the proposal. The plan would use $40 million of the state's supplemental budget to house and treat violent and at-risk youths, and calls for the creation of an entity to secure bonds for new prisons. Martin Magnuson, commissioner of the Maine Department of Corrections, said the new plan would reduce costs, increase staff efficiency and create transition and pre-release facilities.
