"Maine Perspectives" piece on Maine's "structural deficit" in the budget, which is being inflated by tax spending, such as the Business Equipment Tax Refund Program. This program reimburses municipalities for taxes they would have collected on business equipment, and may top out at $70 million in 6 years, rather than in the expected 10.
