Abstract
The Federal Energy Regulatory Commission, which licenses hydro-electric projects nationwide, is pushing dam owners to meet with environmentalists to resolve issues before relicensing. In what might have been the first such collaborative agreement in Maine, environmental groups hired Alec Giffen of Hallowell as a technical consultant paid by International Paper. In part of an unusual deal to relicense its four dams on the Androscoggin, IP purchased more than a mile of shorefront on Rangely Lake to add to Rangely Lake State Park. Details on the traditional and alternative relicensing processes, with examples from the unusually contentious Bowater relicensing. State officials who attended meetings during the IP relicensing process say the alternative process takes more time than they have staff for.
