Abstract
Renewal of the waste discharge license at Sappi's Westbrook plant will be a test case for the state's revised Surface Water Toxics Program. The Natural Resources Council of Maine released a study last January that outlined the DEP's failure to implement the Surface Water Toxics Program, and the renewal of the license for S. D. Warren and other waste treatment plants will be a litmus test for DEP's effectiveness in monitoring the discharges.
