"Other Voices" piece by Steve Musica, who works as a town manager and lives in Litchfield. He proposes charging major television companies and radio stations a 3 percent per year fee to use air space, which the Federal Communications Commission issues permits for, charging only a token filing fee. The money would go to support public stations and grants to colleges and universities with media arts programs.
