Abstract

Last week Topsham officially became an area of "slum and blight" in order to secure a Community Development Block Grant of $387,000 to revive the downtown and ease renovation of the Great Bowdoin Mill. The community also approved a Tax Increment Financing District for prospective developers. Fore River Co. of Portland is expected to close on the sale of the mill within a week, pending approval of a final site permit by the state Department of Environmental Protection.
