Abstract

"Practicum" piece on the town of Newport's rejection of a proposed ordinance that would have prohibited topless female nudity in public view, which was prompted by an incident involving Shirley Davis' adult daughter, Desiree, who mows her mother's lawn topless. The story drew national media attention, but the proposed ordinance was defeated 775 to 282. Town Manager Ken Knight told voters a legal advisor estimated it could cost $100,000 to research and draft the ordinance, and defend it in court.
