Abstract

Cover story with a profile of Gov. Angus King's chief of staff, Kay Rand, 43, of Hallowell, who ran King's initial campaign. A native of Ashland, she graduated with a degree in political science from the University of Southern Maine in 1977. Those who know her say she combines people skills and intelligence in a very effective way. She worked with the Maine Municipal Association after college, becoming chief lobbyist. Later she became director of the Growth Management Program, only to see the program cut in 1991. She took a job with the Maine Alliance, which she left when King asked her to manage his long-shot campaign for governor. King wouldn't let her go after his victory. She has reluctantly moved from the position of legislative director to chief of staff, but will still be the person to whom King goes for policy. He says she would make a good governor.
