Abstract

Last year about 7,000 low-income Maine children were insured under two programs: Cub Care and the Children's Health Insurance Program, a significantly higher proportion than in most other states. This year the program aims to enroll another 8,000 to 10,000 children by relaxing eligibility and making access easier. Maine will have a one-page application form, compared to a 14-page California form. Bruce Cummings, chairman of the Maine Hospital Association and CEO of Blue Hill Memorial Hospital, thinks the success of the expanded programs reflects the failure of more traditional insurance sources.
