Abstract

"News & Issues" piece on the New England Fishery Management Council's attempt to save the Gulf of Maine and Georges Bank fisheries by mandating or authorizing numerous measures, including issuing days-at-sea allocations, and individual and fleet fishing permits for those who could prove they landed at least one pound of groundfish during a stipulated period. If holders start using latent permits en masse, analysts fear it could undermine gains made toward restoring the fisheries.
