Abstract

"Cover Story" piece on similarities and differences between public land bond issue proposals in 1987 and this year. The Land for Maine's Future program was born with a $35 million bond issue in 1987 and, on Nov. 2 of this year, Maine voters will vote on a $50 million bond issue for the same program. With the names of key figures who have reversed their positions in the last 12 years as well as "then-and-now" details about how Mark DesMeules, chairman of the Land for Maine's Future Board, has acquired and managed Maine's public lands, who decides what lands to buy, and how.
