Abstract

"News & Issues" piece on the state's authorization of a tax-exempt bond for financing a controversial luxury retirement community in Scarborough on land once owned by painter Winslow Homer. Piper Shores Continuing Care Retirement Community will receive $48 million in tax-free bonds, which have no obligation for taxpayers. Piper Shores is a project of Maine Life Care Retirement Community, a Portland-area development group headed by Merton Henry, founder of a prominent Portland law firm.
