Abstract

The Atlantic Offshore Lobstermen's Association is proposing a system of transferable quotas for waters 40 miles offshore, which would affect very few Mainers since most Maine lobstermen fish inshore waters. The quotas would change based on the levels of stock, and allocations could be transferred wholly or partly. Details.
