Abstract

"News & Issues" piece on problems that have plagued the long-promised enhanced 911 service, or E-911 as it is called. The system was first funded 12 years ago, but its development has been bogged down by turf battles, litigation and bureaucratic inertia. E-911, which provides dispatchers with a statewide database of exact addresses and return telephone numbers, is essentially a glorified Caller ID system that is supposed to speed the arrival of emergency personnel by eliminating the sometimes time-consuming and sometimes inaccurate process of providing directions to rural residences during a crisis.
