"Cover Story" piece on attempts to bring Amtrak service to Maine, and obstacles presented by Guilford Transportation, which owns 78 miles of track between Portland and Plaistow, N.H., that would be used by Amtrak. With details about the dysfunctional arrangement plaguing the three parties involved in restoring the state's rail passenger service: Guilford, which owns much of the tracks; Amtrak, which runs the trains; and the state of Maine, which has obtained funding and provides oversight through the Northern New England Passenger Rail Authority, headquartered in Portland.
