Abstract

"News & Issues" piece on a legislative bill sponsored by Rep. David Trahan, R-Waldoboro, that would require the Department of Audit to conduct random reviews of state departments and agencies and give discretion to the state auditor to look at individual programs. Trahan was prompted to submit the legislation after he was called to investigate a $5,000 microscope that was added to the budget of a shad hatchery in his district. The Department of Marine Resources later removed the item from the budget but admitted no wrongdoing. A legislative body called the Audit and Program Review Committee, which formerly was responsible for agency oversite, was disbanded in the mid-1990s to save money.
