Abstract

Maine's 20-year-old Site Location of Development Law requires developers to reduce congestion, prompting them to choose sites away from downtown areas, which results in development sprawl. Maine's new growth management law wants new growth to occur in existing commercial districts, but anti-congestion standards prohibit such development. The pro-business group Maine Alliance has proposed allowing municipalities that want congestion over sprawl to be able to make that choice. Details.
