Abstract

"News" piece on Jim Libby, a Republican candidate for governor and a disgruntled graduate of the state's school superintendent certification process, which took him four years to satisfy, even though he already had a master's degree. Libby claims the shortage of school superintendents in Maine is a byproduct of the state's strict certification process.
