Abstract
"Q & A" piece with Neva Cram, who has a long and innovative history in Portland public service. Cram was the executive director of Ingraham Volunteers from 1975 to 1988, then worked as a social services consultant, and since 1994 has been with the Portland Health and Human Services Department and now serves as the department's public health program manager, supervising three major outpatient programs.
