Abstract

"News" piece on Washington County, which has one of the highest unemployment rates in the state, yet migrant workers are filling dozens of jobs that pay between $8 and $10 per hour. Statewide, the timber industry has hired about 1,200 workers from out-of-state contractors to plant and thin this season. With details about how contractors circumvent federal law, which requires that the openings must be offered to U.S. workers first.
