Abstract

New England fishermen say the new federal regulations regarding the groundfish stock are based on data provided by government scientists, and that the government has not listened to what the fishermen themselves have to offer. A workshop at the 19th annual Fishermen's Forum in Rockland presented information about community-level management, and advocates for local decision-making say that local support for regulations is necessary for effective enforcement because it encourages self-policing through peer pressure.
