Abstract

The Maine Turnpike Authority is adding another lane to the southern end of the turnpike, but is still required to follow the 1991 Maine Sensible Transportation Policy Act and seek alternatives to roadbuilding. MTA has budgeted $6 million for alternatives, but has not decided how to spend the funds. Some observers are in agreement that congestion pricing will not be among the alternatives considered initially. Charles Colgan of the University of Southern Maine wrote a report that says without surcharges during peak hours an additional lane on the turnpike will simply fill up with additional vehicles.
