Developer Joe Caslinova is proposing a 650-home vacation community for middle-income families at Evergreen Valley on the north shore of Stoneham's Kezar Lake. The 2,000-acre property, to be called the Villages at Evergreen Valley, would feature detached single-family homes, an 18-hole golf course, retail shops and an array of amenities for four-season living.
