Abstract

Since 1990, more than 1,000 state workers have gone through a process called "bumping," a system of determining who stays and who goes when a position or program is abolished by budget cuts. Bumping is just one of many state personnel and administrative policies that have managers and employees alike clamoring for a radical shift in the way the state operates.
