“Much of the project area still contains blighting influences- disabled automobiles, rundown buildings, vacant lots, and the scars of vandalism. Among the chief problems is the existence of houses which have been spared on the condition that owners bring them up to standard. In many cases, the owners have given up and the Portland Renewal Authority has stepped in and torn the buildings down, creating new vacant lots...”
