Abstract

New federal fishing laws that go into effect March 1 are designed to restore dwindling stocks of cod, haddock and other groundfish native to the waters off New England, and are expected to affect 12,500 fishermen and as many as 50,000 jobs in associated industries -- The federal Commerce Department has developed a $25 million economic assistance program to help affected individuals cope with the restrictions, but some fishermen and boat owners are skeptical about the program -- Details, related article
