Second in a four-part series profiling Maine's gubernatorial candidates. Republican candidate Susan M. Collins, 41, of Standish, opposes increases in sales or income taxes; supports a cap on state spending; would remove the state Department of Environmental Protection from the permitting process if projects do not involve air or water emissions or wetlands; and would place a two-year limit on the duration of welfare benefits.
