Donaldson Koons, a retired Colby College geology professor, stepped down from the 17-member commission last month because he objected to the change. The state has taken a "passive" role in the decommissioning of Maine Yankee, and state officials are still unsure if they or Maine Yankee are responsible for radiation testing of trash hauled to the local dumps from the plant.
