Abstract
"City" piece on heroin use in Maine, which, according to police and those who treat addicts, is on the rise. The Maine Office of Substance Abuse estimates only 156 Mainers are addicted to heroin, but 180 addicts currently participate in methadone treatment programs. The OSA, with the exception of funding a small portion of a research project, spends almost none of its $16.2 million, two-year budget to treat heroin addiction. Habit Management Inc., one of the state's two methadone clinics, is scheduled to close today, partly because the Maine Department of Human Services has decided not to apply Medicaid reimbursements to methadone.
