Abstract
In early 1995, the Portland West Neighborhood Planning Council was dealing with a dispute between Peter O'Donnell, the agency's new executive director, and former director Jim Oliver, over a contract Oliver signed with Bruce Reeves, the agency's grant writer. Portland West is now trying to deal with the fallout from O'Donnell's firing of Neil Taliento, the popular and successful architect of YouthBuild, the agency's program for at-risk youth. Portland West's programs are prospering, and the agency needs to clear up the Taliento controversy and other lose ends. The agency has refocused much of its programming to deal with problems associated with youth, and is moving away from its low-income housing programs. Details, related editorial.
