Abstract
Portland's Western Cemetery, the only fenced area in the city where dogs can run off leash, is a very popular spot for people to bring their canine companions. Larry Mead, head of the city's parks department, said in a letter to David Eaton of the Friends of the Western Cemetery that 90 percent of the waste in the trash barrels at the cemetery is dog feces, and his workers should not be expected to empty the barrels. Mead's department announced that it would stop emptying the barrels after May 10, but City Manager Robert Ganley overruled the decision. There is discussion of removing the barrels in the cemetery, which the FWC said would be disastrous.
