Abstract
"City" piece on the proposed 2.1-mile Eastern Promenade trail in Portland. The portion of the trail adjacent to the Portland Wastewater Treatment Plant contains toxic waste, but the extent of the problem at the old dump site is unclear. The Maine Department of Environmental Protection removed polychlorinated biphenyls from the site several years ago, and sealed and buried other materials containing PCBs under a hill at the site. The sealed waste could increase project costs considerably, and will delay completion of the trail by at least a year. Details.
