Abstract

"City" piece on Portland YouthBuild, a program of the Portland West Neighborhood Planning Council. The federal government has turned down the agency's request for funding next year. Thirty-five students were in last year's Portland YouthBuild program, and 80 percent of them received a GED or high school diploma. Seventy percent have been placed either in jobs or education programs.
