Abstract
"City" piece on Gov. King's efforts to determine what kind of testing Maine needs to do in order to bring Cumberland County in compliance with the federal Clean Air Act. Peter Brown of In-Town Tune-Up of Portland supports testing all cars in southern Maine at sophisticated central facilities, while requiring only visual inspections by local garages in the rest of the state. Roger Compagna, who headed the drive to repeal the CarTest program, supports testing only in Cumberland County, using the least intrusive test allowed under federal law. Details.
