Abstract
"City" piece on Portland Biologicals, a plasma center on Congress Street. Laurie Dell, 32, a University of Southern Maine student and a pre-operative transsexual, was denied the opportunity to donate once Portland Biologicals found out about her gender status. The U.S. Food and Drug Administration allows blood banks to reject donors from social groups considered to be high-risk for HIV, but FDA regulations do not require blood banks to reject transsexuals. It is unclear whether Portland's human rights ordinance would cover rejection at the plasma center, since blood banks may not be public accommodations. Details.
