Abstract
"City" piece on Portland's 12 elementary school, which officials say need work that could cost $20 million or more. Portland city manager Robert Ganley said the city has delayed crucial projects while it renovated the high school and middle schools. Ganley has budgeted $8 million for work at the 12 elementary schools between 1999 and 2004, but admits the money won't accomplish much. The money is meant to be the local share of state funding, but Portland stands little chance of receiving any state funding. Details.
