Abstract

Alexander Shutov, the former chairman of the sister city program between Portland and Archangel, Russia, has been missing since October 5, 1993, when he was last seen at work in Archangel. Some observers speculate that Shutov might have been the victim of Russian gangsters who target business people, but there is as yet no definite word on his whereabouts. Details.
