Abstract
Time Warner Cable last year offered free, high-speed Internet access to schools in Greater Portland, and seven schools in Portland opted for the service. TWC to date has wired just four of the schools for World Wide Web access, but hasn't yet come through with e-mail. TWC said the delay is because Portland will be a test market for Road Runner, a residential version of the cable modem service offered to the schools, and the company doesn't want to have to wire the schools twice.
