Abstract

Feature article on stalking in Maine. April Flaherty of Portland has been stalked by Peter Harmon since their single date in November 1993. Harmon, 37, a native of Caribou with a mental illness, has a history of stalking women. Flaherty filed a civil suit against Harmon, the same course of action taken by stalking victim Joanne Stinson of Windham against her stalker, Richard Slaughter. In spite of the threat stalking poses to hundreds of Mainers annually, many in the Maine Legislature resist making the crime easier to prosecute. Details.
