Abstract
Feature article on the proposal to reinstate the elected mayor system in Portland. Portland City Councilor Tom Kane and the Portland Community Action, a liberal activist group, in 1995 called for the formation of a charter commission to consider creating an elected mayor. Citizens to Retain Responsible Government was formed to oppose the plan. Portland voters in November will decide whether to form a nine-member charter commission. Details.
