Abstract
"City" piece on Portland's proposed needle exchange program, which would supply free hypodermic needles to heroin addicts. Officials from the Maine Bureau of Health are scheduled to present proposed guidelines to a legislative committee, which is expected to recommend passage of the regulations to the Maine Legislature. Dr. Dora Mills of the Bureau of Health said she and other health officials have worked closely with lawmakers to explain misconceptions about needle exchange programs. It is estimated the program would cost between $10,000 and $20,000 annually. Details.
